Because of EV laws ans solar laws and other alternative fuels. The California legislature puts extra taxes which drives up the fuel cost like EPA laws that tax oil companies which drives up the oil prices. Also oil pays for the highways and state routes so that guy need to work

This includes the Cap & Trade Program, & Low Carbon Fuel Standards. “Research conducted by Michael Mische, a professor at the University of Southern California’s Marshall School of Business, indicates that taxes, fees and regulatory measures imposed by state and local governments are the key contributors to the state’s elevated fuel prices.”

Well Tom Steyer clearly doesn’t know that. California’s Gas Prices are high because of the State requires a special blend of gas to be used which limits supply. The States Laws have caused multiple refineries to shutdown. The State adds $0.60 in Taxes to every gallon sold.
