Rates and taxes should be paid in all areas where services are provided. The difference is that people in the suburbs actually pay for the services they get, and other people elsewhere just want to use the services for free. She is right that kids need to know that rates and taxes should be paid after the parents are gone and parents should always take a life cover for their kids to avoid leaving them with financial burdens. Teaching kids financial literacy early is also very important.

Nothing is free. Even land in rural areas belongs to trusts (kings-chiefs). Administering those trusts costs money—sadly paid by taxpayers, who also fund the upkeep of kings/chiefs. Everyone should contribute for what they use. If you're not paying ask yourself why & for how long
