There is an emerging pattern in Toronto’s protest landscape: a small but influential network of activists and politicians operating in a seemingly symbiotic, at times parasitic, relationship. A clear illustration of this overlap came during the 43rd anniversary of the Charter event at City Hall, hosted by Progress Toronto. The event was publicly framed as a civic celebration, and used in practice as a platform for coordinated opposition to the now-passed “protest bubble” by-law. Progress Toronto routinely adopts tactics from protest groups while providing political legitimacy and access to decision-makers. Some protesters appear to benefit from political cover as they engage in disruptive or unlawful activity. Protest endeavours include encampments on university campuses, rail blockades, violent demonstrations outside schools and places of worship, business disruptions, repeated intersection takeovers, acts of public vandalism, swarming police cruisers, disrupting family-oriented events featuring elected officials, staging takeovers at Union Station, and occupying a building on Parliament Hill. These demonstrations come with enormous policing costs, tying up public resources and requiring sustained law enforcement presence. Several individuals have been criminally charged in connection with such actions, including for mischief, assault with a weapon, assaulting a peace officer with a weapon, and disguise with intent. Elected officials should, of course, meet constituents across ideological lines. But when relationships form between political actors and activists who regularly test the boundaries of the law, the nature and impact of those connections deserve closer scrutiny. When media fails to interrogate these dynamics, it risks becoming not just a bystander, but an uncritical participant in the broader ecosystem. It stated City Journal reviewed Defend the 612's trainings and entered its signal network and traced its organizational support.
