Evidence Release: Phase 1 Today, we release Phase 1 of the documentary evidence supporting the Constitutional Correspondence issued on 18 November 2025. This supplemental file demonstrates, by the provision of police-authored material, that: • A UK-wide blanket instruction existed to block the recording and investigation of vaccine-related criminal allegations, confirmed by Police Scotland’s Speirs Directive and corroborated by NPCC internal communications. • Frontline officers were prevented from accepting evidence, as shown in recorded public interactions and contemporaneous operational materials. • CRN 6029679/21 was never “without foundation” - a still-active evidence portal, hundreds of submitted statements and multiple police assurances confirm that a functioning investigation existed before it was subsequently shut down. • Judicial findings were made without key material facts, because police did not disclose the full investigative footprint, relevant national guidance or the provenance of the nationwide rejection policy. This evidence fully supports and substantiates every assertion made in the 18 November correspondence. Importantly, this is only Phase 1. Today in the Security Council, I called for the release of all correspondence between Pramilla Patten, UN Special Representative on Sexual Violence in Conflict, and Secretary-General António Guterres. Because it's clear the Secretary-General wanted Israel on his shameful blacklist. In the second matter before the Constitutional Court, filed by former opposition Member of Parliament Prince Dubeko Sibanda, the argument was that Parliament could not lawfully debate Constitutional Amendment Bill No. 3 because the bill itself is unconstitutional. The Constitutional Court ruled that the application was not yet ripe for determination, meaning that the parliamentary process must first run its course before the applicant can return to court to challenge the outcome. Once again, many lawyers have described the Court’s approach as an example of constitutional avoidance. In their view, the Court is declining to engage with the substantive constitutional questions now and is instead postponing their determination. However, the issues will not disappear. Even if the matter proceeds through the High Court first, it is almost inevitable that it will eventually return to the Constitutional Court on appeal for a final determination on the merits. In short, the Constitutional Court has not resolved the constitutional questions surrounding CAB 3; it has merely deferred them.

In my pursuit of justice and commitment to accountability and good governance, I have filed Constitutional Petition HCCHRPET/E053/2025 in the High Court of Mombasa. The petition challenges the County Government’s irregular procurement of the KSh 17 Billion Waste Management Project, after exhausting all avenues to obtain disclosure on how the tender was approved without County Assembly approval. There is no evidence of tender advertisement, no public participation, and no Environmental Impact Assessment. The County Government’s refusal to release procurement documents violates Article 35 of the Constitution and the Access to Information Act. The petition seeks to: 1. Nullify all irregular tenders 2. Secure full disclosure of all documents 3. Invite investigations by EACC and PPRA 4. Obtain court orders to ensure future projects follow the law and proper public participation processes. This petition is a firm stand against opacity and misuse of public resources. I remain committed to protecting citizens’ rights and ensuring our institutions uphold the transparency and accountability required by the Constitution.

The bill will now be transmitted to the President for assent, marking the final constitutional step before it becomes law. This moment reflects the important role of Parliament in making laws on behalf of the people and demonstrates the functioning of Zimbabwe's constitutional processes. As the nation moves to the next stage, it is hoped that the implementation of the new law will contribute to national development, good governance, and legal certainty for present and future generations. The Jamiat Ulama-i-Hind has challenged the constitutional validity of the Waqf (Amendment) Act, 2025, in the Supreme Court, as this law is a direct attack on the country's constitution, which not only provides equal rights to its citizens but also grants them complete religious freedom. This bill is a dangerous conspiracy to strip Muslims of their religious freedom. The ANC’s posture on the Section 89 Matter is one of procedural neutrality: the process is proceeding in an orderly manner under the binding Constitutional Court judgment, with the Committee’s draft Terms of Reference open for party submissions until Friday 10 July and the work of Parliament continues, it must not be rushed but deliberated carefully. The ANC will participate, if at all, only as amicus curiae, confined to parliamentary process and sequencing, because our duty is to defend the integrity of a constitutional process, not to argue any party’s merits. On the Terms of Reference, the ANC will not support the admissibility of untested hearsay: an inquiry of this gravity demands evidence under oath, properly tested, perjury on those who will think parliament is a playground to mislead or tell plain lies must also be applied. The question before parliament is whether the president committed high crimes and high misdemeanors and did so alive to it, knowingly. That is what parliament is to test but first, is the Panel Report itself a bona fide instrument, did it find correctly that high crimes and high misdemeanors occurred on the part of the president. What we know is that the Public Protector has said no, the SARB has said not so. Then, should parliament proceed now or wait till September court case? This woman "in the film industry" is confusing getting a release for private filming for private profit with the constitutional right of recording in public. The NDC withdrew military protection from the Chairperson of the Electoral Commission, a constitutional office holder and public servant and replaced it with police protection. Okay! Today, the president’s son, who holds no public office and has no official business with the state, is being assigned military security funded by the taxpayers money instead of the police. Now imagine if this were Fmr. President Akufo Addo’s daughter, Gyankromah or Edwina. Ghana would be on fire by now. There would be outrage, protests and endless condemnation but because it’s NDC (the saint), we’re expected to stay quiet and pretend this is normal. The hypocrisy among some Ghanaians is loud, embarrassing and absolutely stinks!!! 😷

The judge has approved the public release of some evidence involving accused killer Tyler Robinson and Lance Twiggs during the preliminary hearing in the Charlie Kirk case, and the defense just lost that fight. “The defendant’s objection is overruled.” That is the line everyone needed to hear. Release as much as the law allows, because transparency matters in a case this important. Charlie Kirk’s family deserves to see what was presented, the public deserves to understand what happened, and the courtroom should not become a place where key evidence gets hidden behind procedure while speculation fills the vacuum. Let the facts come out, let the record speak, and let justice move forward in the open.

Two cases which were brought before the Constitutional Court of Zimbabwe challenging Constitutional Amendment Bill No. 3 (CAB 3) have been struck off, NOT dismissed. CAB 3, which seeks, among other things, to extend President Emmerson Mnangagwa’s term of office and change the method of electing a president from direct election by citizens to election by Parliament, requires two referendums in law, but the ZANUPF faction sponsoring it wants to avoid a referendum. The Constitutional Court struck both cases off the roll this morning. It is important to understand that the cases were not dismissed on their merits. Rather, the Court held that the issues raised could not originate and be determined solely by the Constitutional Court and should first be ventilated in another forum, High Court. Professor Lovemore Maduku, who is arguing the cases, has indicated that they will now proceed to the High Court. Should the applicants fail to obtain the relief they seek there, the matters will inevitably return to the Constitutional Court on appeal. Many lawyers have described the Constitutional Court’s decision as an example of constitutional avoidance. In their view, the Court has declined to confront what has become a highly contentious constitutional question, preferring instead to defer consideration of the substantive issues. A central argument in the war veterans’ challenge, led by Professor Madhuku, is that Constitutional Amendment Bill No. 3 was discussed and approved by Cabinet, which included President Mnangagwa, the two Vice Presidents, and Cabinet ministers. Professor Madhuku argues that because President Mnangagwa stands to benefit directly from provisions extending his term of office, he should not have participated in deliberations on the amendments. According to the argument, the Constitution prohibits public officials from participating in decisions in which they have a direct personal interest. However, the Constitutional Court did not determine the merits of that argument, ruling instead that the matter should be heard elsewhere first. The legal battle is therefore far from over. It now moves to the High Court and, whatever the outcome there, is likely to find its way back to the Constitutional Court for a final determination.
