(2) These data are consistent with prior work and have biological plausibility, i.e. there are data that microplastics can induce an inflammatory and immune response, signs of which we also see in this paper with the increase in immune cell activation markers and inflammatory cytokines (3) In general, the "cost" to reducing microplastics is inconvenience at most. If you choose to drink filtered tap water out of your own stainless steel bottle, rather than bottled, at absolute worst you get negligible health benefit and that water bottle doesn't end up in the ocean as pollution.

The #GTA 3 port to the Sega #Dreamcast has been progressing at an incredible pace. It's been amazing to see the whole DC community come together to tag-team this "impossible" project... Here it is running on a stock DC, no longer requiring the 32MB RAM hardware modification, only a few weeks into development. Since I finally got the time to sit down, build the codebase, and look into some of what I think is the critical path for performance, let's talk about some technical shit, and some of the future steps I think can be taken to further improve performance. First of all, I want everyone to take note that this is NOT a port of the PS2 version. This is a port of the PC version, which has extra content, increased draw distance, improved textures, and other things that have actually increased the challenge here... Whether the DC version will ultimately have these additions or not will remain to be seen, but we're running into plenty of shit that the PS2 didn't have to worry about (like these big-ass PC replay saves won't fit onto a Visual Memory Unit!) Secondly, lets talk about what is and isn't currently optimized, because it's absolutely vital that the DC's hardware is fully utilized here for the sake of performance and achieving a competitive polygon count. Unlike with modern devices, where the whole graphics pipeline is handled by the GPU, both the PS2 and Dreamcast were responsible for transforming and doing lighting calculations for each vertex BEFORE they got submitted to the GPU. The PS2 had a vector coprocessor to do this, while the Dreamcast had a few extremely important SIMD and fast math assembly instructions on its CPU to do these computations. Up until literally just a few hours ago (not shown in this footage), the Dreamcast's SH4 was doing 100% of these operations in slow-ass plain C and C++ code, which is absolutely sub-optimal and is immediately bogging down its CPU with just transforming vertices, bottlenecking the entire graphics pipeline on the fist T&L stage, and also leaving less CPU time for handling other gameplay logic... this is going to absolutely have to be addressed (and already has begun to be). Another issue that is crippling performance here is the fact that the models are all using individual triangles rather than triangle strips, which the Dreamcast's PVR GPU was designed to handle better... Converting these models to use strips rather than individual triangles will result in MANY different gainz for the DC, as you're going from 3N to N+2 vertices per triangle. Converting the models to triangle strips will 1) reduce load times, since model assets will be smaller 2) reduce the amount of video memory required to hold these vertices on the GPU 3) reduce the amount of shit that must be transferred from the CPU to the GPU and 4) give us back a bunch of CPU time, since the SH4 will be less bogged down transforming redundant vertices! TL;DR: This is still EXTREMELY suboptimal in terms of fully utilizing the graphical potential of the Dreamcast. There is going to be a LOT that can be done still to both improve performance and polygon counts, so stay tuned! Aaron Siri breaks down why Dr. Scott's dismissal of a pivotal vaccine safety study is itself fundamentally flawed. Dr. Scott, labeled the Henry Ford Health System study "fatally flawed" due to "detection bias"—the idea that vaccinated kids seek more medical care and thus have more conditions diagnosed. But as Siri points out, had Dr. Scott actually read the submission, he would have seen the study authors specifically designed multiple sensitivity analyses to rule this exact bias out. Here’s what they found: 1. They Quantified Care-Seeking: Vaccinated children averaged 7 medical visits/year. Unvaccinated children averaged 2. This suggests less illness. However, the 17% of unvaccinated kids with a chronic issue averaged 5 visits/year—proving that when they were sick, they did go to the doctor. 2. They Removed the Healthiest Kids: To be ultra-conservative, the authors re-ran the analysis after removing all children who never sought medical care. This eliminated the healthiest unvaccinated cohort. The result? The statistically significant increase in chronic illness in the vaccinated group remained. 3. They Controlled for Duration: To ensure kids were observed equally long, they analyzed only children in the system from birth for 5+ years. The result? The risk ratio for chronic illness in the vaccinated group actually increased, further affirming the findings. 4. They Used a Control Condition: They looked at cancer rates—a condition not plausibly linked to vaccination. Here, they found no statistically significant difference, proving their method could tell a true signal from noise. Siri concludes: The establishment calls this study "flawed by design" not because of its methodology, but because of its outcome. It was designed by professionals to detect safety issues—and it found them. That is what makes it so threatening. The real fatal flaw isn't in the study's design—it's in the refusal to engage with its rigorous, validating evidence.

jnmartin and I just spent the last 12 hours straight locked into an epic tag-team, binge-coding session. We've decided to return to perfect our port of Mario Kart 64 to the Sega Dreamcast, bringing with us all of the skills, knowledge, and tools at our disposal that we gained from every port we've been involved with since we originally released MK64 DC to the public. 1) jnmartin has just completely redone the audio synthesis and mixing code. It was originally emulating the Nintendo 64's RSP in software, on our CPU, and wound up being a total resource hog, despite us going to hell and back again, substantially boosting its performance by vectorizing it with our SH4 SIMD instructions. 2) Now that the audio is actually offloaded to the AICA, we can leverage its DSP to put back in effects such as reverb and echo that we simply didn't have the CPU budget to implement before... so the overall audio quality of the port will be SIGNIFICANTLY improved. 3) jnmartin has been working on many small bugfixes, such as the near-Z clipping edge-cases that would cause corrupted triangles to draw over the players' screens sometimes in 3 and 4 player modes. 4) jnmartin just kicked GLdc--our OpenGL 1.1 driver, built atop of KallistiOS--to the curb and has instead implemented a bare-metal renderer that raw-dogs KOS's lowest-level PVR GPU driver directly, giving us more control and better performance within the renderer. 4) I just implemented support for playing with the Sega Dreamcast keyboard peripheral as a controller, partially as a flex, and partially because jnmartin kept complaining that he only had 3 controllers for testing... 🤣 4) I have taken my entire accelerated math and linear algebra library, SH4ZAM--which was born just after this port was originally released--back with me this time and am optimizing every freaking thing I can get my hands on with it. Every matrix multiplication, vector transform, memcpy-call, and scalar or trig routine is getting swapped out for the corresponding hand-optimized, meticulously benchmarked, and rigorously unit-tested equivalent within SH4ZAM, which now ships as part of kos-ports. As you can see from this series of direct hardware captures, overlaid with the terminal window which was capturing the FPS logging reports from my actual Sega Dreamcast, the performance is now SIGNIFICANTLY better than it was previously, and it already ran on-par or slightly better than the N64 original under most circumstances! Sooo many GAINZ to be had! 💪

Actually, it's the CIA that built/owns/operates that quite extensive National Shadow Election-Rigging Network that runs 'cross the fruited plain from sea to shining sea. And it was the DOJ/FBI helping to cover up the CIA's election-rigging bullshit. Until just LAST YEAR. When a hostile takeover of the Executive Branch commended in January under newly inaugurated President Donald J. Trump. Now the CIA, the DOJ, the FBI are under new management. And the 'formers'? Ah well, the former CIA/FBI/DOJ folks about to caught without a chair once their own Shadow Election-Rigging Network gets exposed and destroyed? And the vast majority of mainstream filters are not powerful enough to reduce atrazine. • 70 to 80 million pounds of atrazine is used each year, and most of it is used to sprayed on corn during the spring. • In 2015 atrazine was detected in more than 800 systems in 19 states at levels exceeding a health-protective guideline. —— Atrazine seeps into waterways through agricultural runoff and eventually finds its way into your tap water. • In 2015, High levels of atrazine were found in 237 water systems serving more than 3 million people in Texas, and in 192 systems serving more than a million people in Kansas. • Other states struggling with high amounts of atrazine contamination of drinking water are Kentucky, Missouri and Ohio. —— you can check your water supply here, search for your local water utility in EWG’s database. ( • Atrazine is manufactured by the agro-chemical giant Syngenta. • In 2012 Syngenta settled a class action lawsuit brought by water utilities with atrazine contamination for $105 million. —— The settlement money was distributed to communities with the most contamination, but that money spread out to so many utility companies left them with nothing meaningful to it. • Atrazine has been banned in Europe since the 1980s under laws that prohibit the use of any pesticide that contaminates drinking water. —— But in the U.S., the federal government places few to no restrictions on its use. I wonder why that is?

Just watched some in-possession bits from Michael Carrick’s Middlesbrough, and although plenty of great accounts on here have already broken down how they set up with the ball, I thought I’d also share a few thoughts of my own. There’s been a lot of talk about their structure and the methodical, sometimes slow, nature of their build-up, and I largely agree with that. It isn’t rigid; players aren’t locked into zones at all times, but there is a clear recurring picture. The left back holding width, the right back tucking inside, the 3-2 base in build up. That structure is very evident, but I'm not going to talk about that. What really caught my eye was the intention to change rhythms across all three thirds. The slow circulation mentioned can very quickly turn into sharp vertical play or quick combinations, often without warning. The centre backs, along with one of the central midfielders, seem key to this in deeper areas. They are often the ones responsible for accelerating the game during a passing sequence, whether through sudden carries, changes of direction, switches of play, or simply finding a brave pass through the press. In the middle third, the use of a staggered midfield and central overloads allows players to operate on diagonal angles to find and link passes, and when you add the constant movement from the wingers and the attacking midfielder, it regularly sets the stage for UBTs or third man combos\runs, creates the conditions for these tempo shifts. In the final third, similar principles apply, especially in wide areas where triangles are formed to facilitate combinations. Wingers and fullbacks are clearly encouraged to take on their man in 1v1s, and pass and move sequences are used to increase the tempo. While a lot of this play happens out wide, targeting central zones through diagonals or cut backs is also a recurring feature. On the downside, and although I felt the players always seem to be on the lookout for opportunities to increase the tempo during these passing sequences, it sometimes feels like they wait a bit too long before executing a quick action. That hesitation is, in my opinion, what gave their build-up its “slow” reputation.

This is a direct hardware capture of our Grand Theft Auto 3 port running on the Sega Dreamcast... which I'm still constantly receiving questions about to this day... So what's the deal? Do we ever plan to revisit it, or have we called it a day and moved on? What about all of these gainz that I keep posting about, surely they could be applied to our GTA3 and VC ports? The truth is... No, I'm not done. I constantly think about the day when SH4ZAM is ready to be pulled back into the codebase for what will hopefully be another round of epic gainz. GTA3 and VC on DC were probably the most exhilarating, satisfying projects I've ever worked on as an engineer--academically, professionally, and personally. SH4ZAM literally started out as hand-optimized inline ASM routines I was whipping out of my ass to optimize the physics and TnL for these ports... but I decided to extract the routines and develop SH4ZAM in isolation for a couple reasons: 1) I saw a gaping hole in the DC homebrew community and KallistiOS ecosystem, which prevented indie developers from truly harnessing the power of the DC's SH4 CPU and its epic FPU, due to us having no good generic software solution to democratize the hardware... I felt like my work on GTA3 and VC could help fill that void. 2) The linear algebra math and low level SH4 ASM was starting to get complex enough that continuing to work within the main game codebase when implementing these optimizations became unrealistic. It became too easy to break the game in obscure ways that weren't immediately apparent without playing the game for hours, which was not a very ideal workflow... I needed an isolated environment where I could rigorously unit test and profile my routines. In addition to SH4ZAM, though, there's all kinds of other stuff I wanted for the game... We have yet to implement mouse + keyboard support for the PC control scheme, also enabling players enter cheat codes. We had some cool goodies planned for the VMU, and we didn't support any rumble or haptic feedback either, just to name a few. Finally, we have one more super secret weapon we've kept hidden for many months now... A certain 3D modeling wizard, who goes by Andrea Lotito, has been working on asset-side gainz, by reducing polygonal complexity of pedestrian models among others, while astonishingly still managing to get EVEN MORE DETAIL out of the models as well?!

Here are three reasons why you're probably not working very hard right now to get your friends and family to register to vote. I will try to convince you otherwise. 1) They will never hold elections. 2) If they do hold elections, they will not allow Imran Khan to field candidates. 3) If they allow Imran Khan to field candidates, they will rig the result. It is more likely that they will hold an election and they will let Imran field candidates. If they rig the results, that will only harm them and strengthen Imran's hand. But for that to happen, we need to vote in massive numbers. Therefore, you should be texting your phuppo's dewar's saggi chachi's number to 8300 right about now. Okay so, 1) They will never hold elections. They have to ask for loans and aid from western countries and institutions like the IMF and the World Bank. The financial support comes in installments with the expectation that the country will follow some agreed upon democratic norms. Stray too far from them and the installment may not come. Since the US pulled out of Afghanistan, Pakistan is not as important to the US. They are not as willing to help Pakistan avoid a default as they used to be. To pretend that Pakistan is a democracy, they'll have to hold elections. Even the worst dictatorships are forced to put on this show. 2) If they do hold elections, they will not allow PTI to field candidates. If Pakistan's largest party and one of the world's most popular leaders is not allowed to field candidates, the west will not believe their drama. So it is more likely that they will allow PTI to field candidates. 3) If they allow PTI to field candidates, they will rig the result. If people show up in DROVES to vote for Imran Khan EVERYWHERE, then they can't control the images of the elections that play on social media. People will know and FEEL that Imran Khan won overwhelmingly. The world will know and FEEL that Imran won overwhelmingly. Now, two things might happen. 1) They fail to rig the results and stop them from being announced. It is very difficult to run a rigging operation successfully at that scale unless it's a stable dictatorship, which currently isn't the case in Pakistan. They are incompetent people, as we can see by their botched efforts at crushing PTI. They failed to rig the elections in July and October 2022. Imran won 15 out of 20, then 6 out of 8 seats. PTI wasn't in power then. IK had been ousted. 2) They manage to change the results. In this case, people will be enraged and might react in ways that the forces can't control. This can happen because the common people themselves just invested weeks (if not months) into campaigning, then braved all obstacles to vote. After putting that much energy into something, you feel greatly invested in it. The people will feel cheated and betrayed. They might gulp down their anger, but what if they don't? If they don't, the forces can't handle their reaction. No force can handle the angry reaction of most of its population, especially one that is so young. They will be forced to negotiate with Imran, or call another election. In either case, Imran Khan's position will improve. The chances of a better future for our children will improve. We're fighting for that chance, people. That small chance that we'll be the thriving, prosperous, self-governing, law-abiding, compassionate country that Jinnah envisioned. That small chance is all we have, but to fight the good fight, do we need more than that? Imran Khan doesn't. I don't. Millions of Pakistanis don't. Do you? Have faith. Text ur CNIC to 8300. Make sure your vote is registered in the place u'll be present in come election day. Give yourself a quota of three people a day who u'll ask for voter registration. It would be great if the chair of Transparency International, Anne Tolley, had to answer questions about transactions which have contributed to local rate increases. In my honest opinion, decision-making under the tenure of the commissioners has raised concerns. For example, public land was sold below market value on terms favourable to buyers over broader interests of ratepayers. In contrast, private land was purchased above or at market value often with favourable terms to the seller, raising questions about the cost and value to ratepayers. I made this LGOIMA request this morning stemming from the Council's Public Meeting. I would like to thank the new Council and the mayor for being far more transparent than the former unelected (but selected) Commissioners: Hi The Local Government Act 2002 promotes transparency, accountability, and democratic local government. The Auditor General stated in 2021 that: “Public accountability is about public organisations demonstrating to Parliament and the public their competence, reliability, and honesty in their use of public money and other public resources” Accordingly, I am making a request under the Local Government Official Information and Meetings Act 1987 (“LGOIMA”) regarding the property at 160 to 176 Devonport Road, Tauranga (“the Property”). Second Valuation At the Council’s public meeting on 3 March 2025 (“March Council Meeting”), the Mayor stated in regard to the Property that: “The thing that disappoints me … but it is that it is another example where we have paid towards the top of the range of what we could have paid. You know, I think, we have heard today that potentially HOBEC [Holland Beckett Lawyers] pulled out of it cos it wasn’t economic to do a development and, its, again we have underestimated the asbestos costs of removing a building. Potentially we have underestimated the geotech issues we are going to have with the site. We have been through this with 90 Devonport Road where we sold an asset for a similar value and had to reduce it to make it work. Yet we have decided to pay the $10,000,000.00 and I am sure we are not going to get back from the vendors the extra to make this work financially. So, I get we bought this as a strategic asset, but we need to look at our processes more. We need to do our due diligence properly and we need to start paying market values for properties not above and I know we have one valuation that justifies this cost but the other one doesn’t back that up. I think that going forward that value for money piece is that we need to get a bit smarter with some of these transactions that we do”. At a public meeting earlier this week, a ratepayer asked the mayor about the second valuation. I understand that the mayor allegedly stated that the second valuation came in around $8.6 million to the early $9millions. This raises question given the Council confirmed in a LGOIMA response to me dated 19 September 2024 (“September LGOMIA”) that: 1) The Council paid $10 million for the Property and spent a further $1.53 million in demolition and development costs for 100 open air carparks; and 2) The gross annual debt funding cost for the Property (land and development) was $556,000 as at the date of the LGOIMA response. The Council’s December 2022 Agenda states that: “…5. The properties are earmarked for commercial/mixed use redevelopment in Priority One’s CBD blueprint, which forms part of Council’s City Centre Action and Investment Plan. 6. With this property becoming available, staff have identified several facets of the Strategic Acquisition Fund which does not enable it to be used efficiently for acquisitions of this nature. Staff will review this policy, to enable it to be used more strategically and flexibly, while still retaining appropriate checks and balances.” Visual Barriers for Carparks By way of summary, Council staff and Councillors stated at the March Council Meeting that $10 million of public funds were used to purchase the Property; where existing retail and offices were demolished which resulted in lost rental and rates and increased debt. That 100 “visible carparks” were established based on “anecdotal demand” (on the fringe of the CBD) after a more central carpark around the Central Precinct Development was closed by the Council around the same time. In addition, the Council is losing money on the carpark. A Councillor asked: “ … was it of a mindset that the Commissioners did this without evidence or did the staff actually present them with the evidence, and did they override it?” A Council staff member responded, that while he was not employed by the Council at that time, he understood that: “Yes, Elizabeth Street [existing carpark close to the Property] always has plenty of … or pretty much always has plenty of capacity. However, there is and we have done some work and currently doing some work to remove that visual barrier of a going to use a parking building” LGOIMA Request I request the following information: 1)The second valuation for the Property; 2) An unredacted copy of the Telfer Valuation dated December 2022; 3)The financial loss for the carpark broken down into calendar months since the carpark opened in September 2024; 4)All information concerning the “anecdotal demand” to develop a carpark on the Property; 5)The previous work that the Council undertook concerning removing a visual barrier for carparking buildings; 6)The cost of the work noted at point 5; 7)The current work that the Council is undertaking concerning the removal of visual barriers for carparking buildings; 8) The cost of the work noted at point 7; 9) All information concerning the “geotech issues” for the Property; and 10) All information about the Council review of the Strategic Acquisition Fund following the meeting in December 2022. While I understand that the Council has 20 working days to provide the second valuation to me, I would appreciate it if the document was sent sooner given that the mayor has made reference to the document and its contents at public meetings. I am happy to wait for the full statutory time period for the remainder of the information (if such time is required by the Council). In regards to another matter, I request that the information provided to me in my privacy request be unredacted to avoid having to take this matter to the Privacy Commissioner and Ombudsman. Very excited to announce that at 12:20am on the 4th of July, Aalo achieved criticality on our first full-scale reactor. We cut it close, but we pulled it off!! Working towards this goal with such an incredible group of humans has been the most fulfilling period of my life. This moment has been three years in the making. Last year, Executive Order 14301 called for at least three new reactors to go critical before July 4th, 2026. As of late last Friday night, that goal has been surpassed! When the EO was announced, we immediately sat down to figure out what the most ambitious scope would be, while still being potentially achievable by July 4th. Some of the team proposed doing simplified designs with smaller fuel loads, or building in existing facilities. One thing was clear: We wouldn't have time to integrate a full-scale sodium heat-removal loop to bring the reactor to its full 30 MWt. So here’s where we landed: ➡️ We purchased the entire commercial-scale fuel load. This is enough fuel to operate at 30 MWt / 10 MWe for 3 years before refueling. To my knowledge, it’s the largest fuel load that’s been taken critical in the DOE pilot program, by far. ➡️ We built a full-scale reactor vessel in our factory, and loaded in our commercial graphite layout. All the dimensions, vessel thickness, and manufacturing techniques are essentially the same as we will use for the imminent commercial version. There will be a few minor tweaks for sodium flow and full-power, but nothing major. ➡️ We built an entirely new reactor facility at the Idaho National Lab. Building a building is easy. Building a new reactor facility comes with a mountain of paperwork, policies, operation and training procedures, security, instrumentation and control, and more. Zero-power criticality might seem like a small step, but I can tell you, going through the exercise of building a reactor and taking it to criticality has been extremely valuable. The learnings on regulatory, ops, manufacturing, supply chain, QA, economics, engineering, and design will accelerate our path through to the final iteration at full-power. America is blessed to have a recent Cambrian explosion of startups in nuclear, all going after different markets, technologies, and strategies. I’m excited that sodium, gas, salt, and new PWRs are all getting pushed forward once again. The best outcome for humanity is to have all these advance in parallel, as quickly as possible, while maintaining safety. Thanks again to our amazing team, DOE, INL, BEA, and everyone else who helped us get to where we are today. This could not have happened anywhere else. 🚨 BREAKING: The White House has begun releasing President Trump's 20-point peace plan between Israel and Gaza PRESIDENT TRUMP would chair the transition board Major points are as follows: ➡️ HOSTAGES & PRISONERS: All hostages, both alive and deceased, to be returned within 72 hours of Israel's acceptance. In return, Israel will release 250 life-sentence prisoners and 1,700 detainees ➡️ CEASEFIRE: All military operations suspended; IDF withdrawal tied to demilitarization milestones ➡️ GAZA'S FUTURE: To become a “deradicalized, terror-free zone” under temporary Palestinian technocratic governance with international stabilization forces. ➡️ HAMAS ROLE: No role in Gaza governance; members who disarm may receive amnesty or safe passage abroad. ➡️ AID & REBUILDING: Immediate humanitarian aid, unrestricted distribution through the UN/Red Crescent, creation of a Special Economic Zone, and a Trump-led economic development plan to rebuild Gaza. FULL RELEASE BY WHITE HOUSE: 1. Gaza will be a deradicalized terror-free zone that does not pose a threat to its neighbors. 2. Gaza will be redeveloped for the benefit of the people of Gaza, who have suffered more than enough. 3. If both sides agree to this proposal, the war will immediately end. Israeli forces will withdraw to the agreed upon line to prepare for a hostage release. During this time, all military operations, including aerial and artillery bombardment, will be suspended, and battle lines will remain frozen until conditions are met for the complete staged withdrawal. 4. Within 72 hours of Israel publicly accepting this agreement, all hostages, alive and deceased, will be returned. 5. Once all hostages are released, Israel will release 250 life sentence prisoners plus 1700 Gazans who were detained after October 7th 2023, including all women and children detained in that context. For every Israeli hostage whose remains are released, Israel will release the remains of 15 deceased Gazans. 6. Once all hostages are returned, Hamas members who commit to peaceful co-existence and to decommission their weapons will be given amnesty. Members of Hamas who wish to leave Gaza will be provided safe passage to receiving countries. 7. Upon acceptance of this agreement, full aid will be immediately sent into the Gaza Strip. At a minimum, aid quantities will be consistent with what was included in the January 19, 2025, agreement regarding humanitarian aid, including rehabilitation of infrastructure (water, electricity, sewage), rehabilitation of hospitals and bakeries, and entry of necessary equipment to remove rubble and open roads. 8. Entry of distribution and aid in the Gaza Strip will proceed without interference from the two parties through the United Nations and its agencies, and the Red Crescent, in addition to other international institutions not associated in any manner with either party. Opening the Rafah crossing in both directions will be subject to the same mechanism implemented under the January 19, 2025 agreement. 9. Gaza will be governed under the temporary transitional governance of a technocratic, apolitical Palestinian committee, responsible for delivering the day-to-day running of public services and municipalities for the people in Gaza. This committee will be made up of qualified Palestinians and international experts, with oversight and supervision by a new international transitional body, the “Board of Peace,” which will be headed and chaired by President Donald J. Trump, with other members and heads of State to be announced, including Former Prime Minister Tony Blair. This body will set the framework and handle the funding for the redevelopment of Gaza until such time as the Palestinian Authority has completed its reform program, as outlined in various proposals, including President Trump’s peace plan in 2020 and the Saudi-French proposal, and can securely and effectively take back control of Gaza. This body will call on best international standards to create modern and efficient governance that serves the people of Gaza and is conducive to attracting investment. 10. A Trump economic development plan to rebuild and energize Gaza will be created by convening a panel of experts who have helped birth some of the thriving modern miracle cities in the Middle East. Many thoughtful investment proposals and exciting development ideas have been crafted by well-meaning international groups, and will be considered to synthesize the security and governance frameworks to attract and facilitate these investments that will create jobs, opportunity, and hope for future Gaza. 11. A special economic zone will be established with preferred tariff and access rates to be negotiated with participating countries. 12. No one will be forced to leave Gaza, and those who wish to leave will be free to do so and free to return. We will encourage people to stay and offer them the opportunity to build a better Gaza. 13. Hamas and other factions agree to not have any role in the governance of Gaza, directly, indirectly, or in any form. All military, terror, and offensive infrastructure, including tunnels and weapon production facilities, will be destroyed and not rebuilt. There will be a process of demilitarization of Gaza under the supervision of independent monitors, which will include placing weapons permanently beyond use through an agreed process of decommissioning, and supported by an internationally funded buy back and reintegration program all verified by the independent monitors. New Gaza will be fully committed to building a prosperous economy and to peaceful coexistence with their neighbors. 14. A guarantee will be provided by regional partners to ensure that Hamas, and the factions, comply with their obligations and that New Gaza poses no threat to its neighbors or its people. 15. The United States will work with Arab and international partners to develop a temporary International Stabilization Force (ISF) to immediately deploy in Gaza. The ISF will train and provide support to vetted Palestinian police forces in Gaza, and will consult with Jordan and Egypt who have extensive experience in this field. This force will be the long-term internal security solution. The ISF will work with Israel and Egypt to help secure border areas, along with newly trained Palestinian police forces. It is critical to prevent munitions from entering Gaza and to facilitate the rapid and secure flow of goods to rebuild and revitalize Gaza. A deconfliction mechanism will be agreed upon by the parties. 16. Israel will not occupy or annex Gaza. As the ISF establishes control and stability, the Israel Defense Forces (IDF) will withdraw based on standards, milestones, and timeframes linked to demilitarization that will be agreed upon between the IDF, ISF, the guarantors, and the Unites States, with the objective of a secure Gaza that no longer poses a threat to Israel, Egypt, or its citizens. Practically, the IDF will progressively hand over the Gaza territory it occupies to the ISF according to an agreement they will make with the transitional authority until they are withdrawn completely from Gaza, save for a security perimeter presence that will remain until Gaza is properly secure from any resurgent terror threat. 17. In the event Hamas delays or rejects this proposal, the above, including the scaled-up aid operation, will proceed in the terror-free areas handed over from the IDF to the ISF. 18. An interfaith dialogue process will be established based on the values of tolerance and peaceful co-existence to try and change mindsets and narratives of Palestinians and Israelis by emphasizing the benefits that can be derived from peace. 19. While Gaza re-development advances and when the PA reform program is faithfully carried out, the conditions may finally be in place for a credible pathway to Palestinian self-determination and statehood, which we recognize as the aspiration of the Palestinian people. 20. The United States will establish a dialogue between Israel and the Palestinians to agree on a political horizon for peaceful and prosperous co-existence.
