Did the Pushpa team pay for the police and other security arrangements made by the police and the city (ultimately the tax payer) ? Can they be held liable for this death?

@alluarjun shouldn't have visited the theatre, definitely organisers and police should've handled this a lot better, organisers asking hero not to come and police denying the permission for such a thing.
