Prime Minister Bjarni Benediktsson and I signed a security cooperation and long-term support agreement between Ukraine and Iceland. The fixed annual financial support for 2024-2028 is at least €30 million. Iceland pledged to provide Ukraine with long-term economic, humanitarian, and defense assistance, as well as to facilitate its future EU and NATO membership. A unique feature of the agreement is that Iceland commits to continued support for the transportation of military supplies and equipment from NATO allies to Ukraine by chartered cargo planes. Yesterday, Peskov said: this is no longer a "special military operation" - it is a war. This statement by an official is yet another step toward a future mobilization in Russia. What could happen if war is officially declared instead of a "special military operation" ("SMO")? Instead of partial measures, Russia would launch a mechanism for general (total) mobilization and introduce martial law: ◾️ Putin would have to issue a decree introducing martial law and submit a bill to the Federation Council and the State Duma declaring a state of war. ◾️ The country's borders would be automatically and completely closed to all citizens liable for military duty, preventing them from leaving the country. ◾️ Unlike the "SMO," where the focus is on people with combat experience and in-demand military specialties, a general mobilization would call up all categories of citizens in the reserve, in turn. Another indirect indication of preparations for a total mobilization is yesterday's news that the Russian defense ministry intends to abolish mandatory medical examinations for contract soldiers and those mobilized to determine their fitness for service. The ministry has already prepared the relevant amendments to the law on military service. Abolishing military medical examinations would introduce a "presumption of absolute fitness" for everyone subject to mobilization. This would make it possible to mobilize large numbers of Russians and send them to the front lines as quickly as possible. When we say that the aggressor must not receive any reward for the war, so that peace can truly last, everyone must understand – these are not just words. Unfortunately, the world already had the chance to verify this twelve years ago. Russia’s war against Ukraine began with the occupation of our Crimea, and the world effectively turned a blind eye to this. The leaders back then showed little interest in the protests and resistance in Crimea and in Ukraine’s overall sentiment. The world advised Ukraine to stay silent. That is exactly why Putin came to believe he could wage a much larger war and confront the West even more aggressively. Now, every year on February 26 – the Day of Resistance to the Occupation of Crimea – we remember this global lesson, honouring those who did not stay silent and did not falter in the face of Russian aggression, and we insist that holding the aggressor accountable for war is one of the strongest security guarantees – one of the strongest prerequisites for lasting peace. I thank everyone around the world who supports us in this, participates in the work of our Crimea Platform and other international formats that remind the world about Crimea and the meaning of its occupation by Russia. I thank everyone who helps Ukraine resist Russian repression in Crimea, assists us in returning people from captivity, and prevents the occupying regime from consolidating its power. According to reports, the Main Directorate of Intelligence for Ukraine carried out a covert operation earlier today within the village of Zhitovaya near Vladivostok in Russia’s Far East, over 4,000 miles from Ukraine. During the operation, several explosions were seen and heard at a military base housing the 47th Airborne Assault Battalion, 155th Marine Infantry Brigade of the Russian Navy, which Ukrainian Intelligence has accused of war crimes near Kyiv and throughout the Russian invasion of Ukraine.
