He is wrong in at least one aspect. The downward spiral that the US is in doesn't reverse until it has hit rock bottom. However, I think Putin knows that but wants to sound diplomatic.

This is complete and total horse sh*t. Americans are not ‘conspiratorial by nature.’ They want to go about their lives as best they can and not be bothered much. But they are saddled with ‘empire’ they don’t want. And so they can’t believe the media or the government because this is the world power center. It is why every jackass abroad thinks it’s ok to comment on domestic American politics - because he kind of has to - because it will impact him as well. Americans are ‘conspiratorial’ because there really are forces beyond their control at the ballot box. Americans are people who vote knowing each time they can’t really get what they want - because their vote matters much less than world politics at which America is still the center.

If a person lives in a tent but also has their own apartment, are they really homeless? I know countless people who technically have housing but choose to live on the streets. By definition, that does not make them homeless. Yet they still utilize homeless services. Due to poor tracking and weak verification within the social service system, most people are unaware this is happening. That raises an uncomfortable question: is this something the system fails to see—or something it would rather not know?

Sounds like North Korean ammo is making it to the front. Among other complaints, Russians near Bakhmut say not only are almost all their infantry dead, but their ammo no longer works.
