Ghorl, dependent ba ang presyo ng langis sa kung saan ito binili? You make it sound like the Philippines is stuck with the Middle East. Sila lang ba ang may langis? What about the other oil-producing countries outside the region? Yes, a large portion of our imports from the Middle East is crude oil; but the Philippines also sources from other suppliers like Russia, Malaysia, and other countries (possibly Latin America and Africa). For refined fuel, we import from Malaysia, South Korea, Singapore, China and other regional suppliers. Which means: may alternative sources na ang Pilipinas. So, tanong: since may alternatives tayo, bumaba ba ang presyo ng langis? HINDI. Because oil prices are not determined by where the Philippines buys. Prices are set by global benchmarks. We can switch suppliers all we want, but if global prices are high, mataas pa rin ang presyo sa Pilipinas dahil private sector ang nagse-set ng presyo depende sa kung magkano ang bili nila. Alangan naman malugi sila. (Oil Deregulation Law yan). So, the claim that prices will keep rising unless we find alternatives to the Middle East speaks more of your brain’s capacity to understand the oil market. Even countries that don’t rely on the Middle East are affected because the market is global. And like I posted before, the Philippines is a price taker, not a price setter. We don’t influence prices, we follow them. Hindi naman tayo member ng OPEC+ to be able to influence the price. Kahit saan pa tayo bumili, kung mataas ang presyo sa global market, mataas pa rin ang babayaran natin. So, again, remind us, bakit gusto mo ulit maging presidente kung basic global pricing mechanics hindi mo gets?

Ito ay kailangan para makapagbigay tayo ng tulong sa taong bayan dahil nga sa oil crisis. Kung walang session, hindi ko nga maintindihan eh dahil ang pagkakaintindi ko is that ang rules — nag-congressman naman ako, nag-senador din naman ako. Ang rules diyan bago ka mag-cancel ng session, you have to inform the other house three days before you cancel a session and there has to be a very good reason for canceling a session. 2. The Judiciary continues to work. Why does the Legislature decide to stop working? I don't understand that. I talked to my fellow senators at the time I was senator and we cannot figure out bakit magkakaganto, anong nangyari, paano tayo napunta rito. 4. The best description I can have is that the Legislature is now in disarray. But that is exactly the opposite from what we are trying to achieve. We are trying to achieve some form of stability so that people can get on with their lives, so that people can plan ahead for their future, so that people can count on the assistance of government during this time of an emergency. And we cannot do that if the Legislature decides to stay at home and have a vacation. That is anathema to everything that governance is about. 5. I never imagined in my entire life, in my entire political life, that such a thing could happen, especially to the august — it's no longer august now — to the august body of the upper house, the Senate of the Philippines. ###

Can anybody from the Senate media ask Sen. Padilla what is the basis of his statement that we lost Scarborough during PNoy admin? Because these are the facts: 1. There are no Chinese ships INSIDE Scarborough shoal. 2. There is no Chinese reclamation or base on Scarborough shoal. Simply put, there is no physical occupation by China on Scarborough. The media can verify and confirm these facts with the Ph Navy and PCG. 3. The Philippine Baselines Law, which I principally authored, is the official Ph claim for Scarborough Shoal and the KIG. Our claims were acknowledged as compliant when the baseline coordinates and regime of islands claims as stated in the said law were formally submitted to the UNCLOS secretariat in 2009. 4. The Arbitral Tribunal ruling in 2016 debunked the 9-dash line claim of Ch over Scarborough Shoal and the Spratlys. Therefore, Ph has a much stronger legal claim over Scarborough than Ch. So, if there is no physical occupation by Ch and there are much stronger legal Ph claims, what is now the basis of this oft repeated lie that we lost Scarborough during PNoy admin? WALA! When I researched on this, the first person who said that we lost Scarborough without any factual and legal basis at all is Mr. Harry Roque (paulit-ulit ding sinabi ito ni Duterte during the 2016 campaign and thereafter). So, as then Chairman of the Committee on National Defense and Security, I conducted hearings in 2013 and 2015 where I asked the Ph Defense officials then if we indeed lose Scarborough and they categorically said: "NO, WE DID NOT LOSE SCARBOROUGH." I even invited Mr. Roque in the 2015 hearing so that he could hear it himself. (See video below) These are all in the Senate records. To the Ph media, next time a resource person says that we lost Scarborough during the PNoy admin, can you ask that person what is his basis for saying so? I assure you, hindi nya masasagot ito. Kasi nga walang basehan. You need to ask this because every time a Filipino resource person says this baseless statement, he is not only unwittingly weakening our position as regards Scarborough but also basically conceding our sovereignty to Ch. Such would be a very unpatriotic thing to do. Finally, to Senator Robin Padilla, my unsolicited advice sayo ay magresearch o magtanong sa iyong mga advisers o staff bago magsalita tungkol sa mga importanteng bagay. Bilang isang halal na Senador, ikaw ay kumakatawan di lang ng pula o green, kundi kasama na rin ang mga yellow, pink at ang mga hindi bumoto sayo. Senador ka naming lahat na Pilipino.
