If you turn off the mains outside and the sound goes away, it’s most likely a leak.

Check your air conditioner filter - the AC pipe *May* go down this same pipe, and the filter may be causing a weird clog (Had a similar thing happen in my apt. earlier in the year and they had to vacuum out my upstairs neighbor's AC Vent)

I have no idea what is actually happening here and you should not trust the label because I am positive they don't know, either. But this is crazy. I suspect it is a russian throwing a tm-62 into a dugout and then this happened.
