I don't think these things are related. The quality of rap music has steadily gone down for decades now. It has more to do with newer generations ruining a good thing then it does with a lack of funding. Especially during a time where you no longer need huge record labels to push your music in order to have a chance of being recognized by the general population. Music and artists have benefited from the internet in the same way podcasting has.
