This is not really how smurfing works. They are using the NAME of a human being, possibly who made one donation, but often not. They signed a petition or some other data collection mechanism for address a d a pre-paid card that is not even connected to the name is used. This is not actual credit card fraud. The point is to make it look like individual donations that fly under reporting requirements. Act Blue and WinRed use the same mechanisms and tactics. The cards themselves are purchased with unregistered donations - that is the real fraud, laundered six ways from Sunday. A great deal of forensic accounting that requires legal authority has to happen to bust all that up.
