It actually does not. I’ve looked at the entire list. There’s exceptions on there that don’t even have an expiration date on them and haven’t been given out in the United States in four years. PS and by the way, someone that’s has a TSA background check via the FBI, fingerprinted, and in person taken should be exempted just like the Mexican who applied for a Visa and has a “Border Card.”
