fine isliye nhi hai, kyuki they are not endangering anyone's life. Try mumbai local this is a normal routine. Why the govt doesn't fine for over passenger? because you live in an over populated India, the low income group are desperate to travel with or without tickets.

The common man is waking up to the reality of India. These are some of the reasons the brightest minds already understand and leave India for other nations. Yet those who come back to India are labelled stupid and emotional fools.
