The camera was stored in the Modularized Equipment Stowage Assembly (MESA), a compartment near the ladder, and Armstrong deployed it while standing on the Lunar Module's porch. Once the MESA was lowered to the surface, Buzz Aldrin activated the camera from inside the module.
