Why doesn't government bans selling of gutkha tambakoo?

We should adapt facial recognition technology through which we identify whoever damages public properties or causes un hygiene charge hefty fines and deduct money from bank accounts directly. Whoever doesn’t have bank accounts or no funds put them in prison for at least 2 years.

What stops government to ban Gutakha? It's health hazard (huge Cancer burdens due to Gutakha), it is cleanliness challange as you see here, yet gov can't ban due to 'profit' it earns.
