WATCH: Today, Loudoun County Sheriff Mike Chapman announced he's working with County Chair Phyllis Randall to put funding in the budget for school resource officers in all LCPS elementary schools to improve school safety. Chapman's proposal will need support from the Loudoun County Board of Supervisors to move forward. At today's event, I asked Chair Randall if she supports the idea of putting SROs in elementary schools. She refused to tell me. It seems Randall is still upset about my reporting on her lavish taxpayer funded international travel to Ghana, Uruguay and several other countries.

🚨First on WJLA: The U.S. Department of Education told me they initiated and directed an investigation into Loudoun County Public Schools after we reported that a student recorded more than 40 boys under bathroom stalls at Freedom High School in South Riding, Virginia. WJLA was the first to report on the situation at Freedom High School and how LCPS has known about this issue for much longer than they're telling the public. The U.S. Department of Education told me their investigation will determine whether LCPS violated Title IX of the Education Amendments of 1972 (Title IX) by failing to prevent and properly redress allegations of sexual harassment.

🚨 New: Loudoun County Public Schools is being put on notice for a third time by the U.S. Department of Education for Title IX violations. 1) In July 2025, Secretary Linda McMahon announced LCPS is violating Title IX by allowing boys to use girls locker rooms and bathrooms and vice versa. 2) In September 2025, the Department concluded Loudoun County failed to meaningfully investigate complaints of sexual harassment by two male students concerning the presence of a member of the opposite sex in male-only intimate spaces and the female’s recording of the two males in the facilities, yet thoroughly investigated the female student’s sexual harassment complaint about the boys. Earlier this year, the boys won a settlement with the Loudoun County School Board. 3) Now the Department is investigating LCPS to determine whether Loudoun violated Title IX by failing to prevent and properly address allegations of sexual harassment. This investigation was prompted by WJLA stories that showed a student is accused of recording 40+ students in school bathrooms.

At a March 2nd meeting, Supervisor Juli Briskman told the county’s DEI department that she hopes the board will not fund a large resource request (elementary SROs), and if that happens, other budget requests like more DEI positions could be funded. The County Administrator already included funding in the proposed budget to fund school resource officers in elementary schools, something Briskman opposes as do most Democrats on the school board like April Chandler and Anne Donohue. On Thursday at 5:15 pm, the Loudoun County School Board is holding a special meeting and is expected to vote on the Sheriff’s proposal to add school resource officers in all elementary schools. Right now, the Democrat majority on the school board is expected to formally oppose the SRO proposal. We’ll keep you updated. Some believe this is being done now so Democrats on the Loudoun County Board of Supervisors, like Briskman, can make the argument to take the SRO funding out of the county’s proposed budget. “Why fund elementary school SROs if the school board doesn’t want them?” Right now, there are school resource officers in all middle and high schools in Loudoun County. The Sheriff says the county needs school resource officers in elementary schools because of how many calls of service there are at elementary schools and he says SRO’s can protect the most vulnerable kids in the county when seconds count. Elementary school shootings have been on the rise over the past ten years. The sheriff’s office also tells me there are hundreds of instances where SROs have had to leave middle schools to respond to threats at elementary schools each year. The sheriff’s office was told by the school admin last year that if they want school resource officers in elementary schools, they should get the funding first, and then LCPS will talk. But now it appears the school board is moving the goal posts. The sheriff’s office was able to get the funding, but now there’s an effort underway by Briskman and some school board members to pull the funding and prevent school resource officers in elementary schools.

🚨WATCH/EXCLUSIVE: A victim is speaking out about how he and his little brother were filmed by a student while using the bathroom at Loudoun County’s Freedom High School. He said he wrote on one of the bathroom walls asking if others were victimized. And for that, Loudoun County Public Schools suspended him for ten days and won’t let him participate at graduation. His parents say this punishment is way over the top and they want their son to be able to walk at graduation. Sources tell me the filming has been going on for three years, more than 40 victims are involved, and that LCPS has known about the secret bathroom recordings for much longer than they’re telling parents. Sources also tell me the student charged with unlawful filming is a male student who goes by a girls name, wears girls clothes, and has been seen using girls and boys bathrooms at school.
