Yes, and it's the least finished part of the game. Winning is dead simple. You just do absolutely nothing and then burn all three boosters right before the finish line. Needed work.

Yeah, and sadly once you figure out the gimmick it becomes lame. You basically ignore everything until right at the end where you get in front of him and let him bop you forward, preventing him from getting ahead.
