Zaldy Co to the Senate inquiry into the flood control scandal. Citing inter-parliamentary courtesy between the Senate and the House of Representatives, Lacson said it may not be proper to summon Co, but said the embattled lawmaker may voluntarily testify after he was accused by three former DPWH Bulacan engineers of receiving kickbacks from flood control projects.
