Absolutely more context, and Sen. Padilla wasn’t attending, he interrupted and started protesting, and then refused to leave. “Per the Speech or Debate Clause, a clause in the United States Constitution (Article I, Section 6, Clause 1), which states "The Senators and Representatives" of Congress "shall in all Cases, except Treason, Felony, and Breach of the Peace, be privileged from arrest during their attendance at the Session of their Respective Houses.” Breach of Peace: an act of violent or noisy behavior that causes a public disturbance and is considered a criminal offense.
