According to Brown, the alleged UAP special access program is administered through the White House National Security Council rather than the Pentagon. That could explain how Pentagon spokesperson Susan Gough was able to deny that Immaculate Constellation was a Department of Defense special access program without necessarily disproving Brown's account. If Brown's description is accurate, the program may run inside executive government rather than under the department being asked to confirm it.
