Evidence may be presented later, but legally the affidavit that kicks things off has to set out the grounds? Thats what at issue, that people were subsequently arrested by IDAC without grounds. You cannot arrest people and then provide grounds later. Your understanding of what happens appears to be criminal.

I will never understand how News24 is supporting IDAC when there is prima facie evidence of Johnsons interference. She has invoked her right not to self incriminate already. News24 reporting standards are heavily biased and contradictory.

Kak. This is all misleading and, frankly very wrong. Here's why: IDAC is a creature of statute. That means that before they can investigate, they must have a statement (complaint/referral) setting out *at least* OBJECTIVELY/REASONABLY) that an offence was committed. Example: A mere allegation on oath that Pieter du Toit or Kyle Cowan committed fraud or possessed child porn with no substantiation does not allow IDAC to START an investigation - even if they find later that these two are liars or pedos. There must be more info: - e.g. where, when, how. The Fadiel Adams statement does NOT do that - it only contains allegations like in this example. Sect 27 requires this: "(a) the nature of the suspicion; **(b) the grounds on which the suspicion is based**; and (c) all other **relevant information** known to the declarant." On their argument, if Fadiel merely says that these journalists committed fraud or possessed child porn WITHOUT ANY GROUNDS, the whole IDAC machinery can be used against them. Of course not. Simple actually. Conclusion: They are talking utter kak. WHY?
