The blue car is in the air, so many possibilities, open the hood disconnect the battery, unplug the ignitionwires, bend the fuelhose, spray intake with CO2 extinguisher.

If you can't reach the running car's ignition, discharge a CO2 extinguisher into the engine compartment. That will get sucked into the engine and the car will stop cold. Ask me how I know.
