if runaans gave 8% movespeed instead of piss 4%, I'd have 400 movespeed, which is enough for me to get my 3rd auto off on the Quinn, which'll proc BORK slow & approach velocity for me to run her down & kill her but ofc the balance team just can't do their job correctly
