Homeguards in lane need to go bro, they should be enabled only after 10m just like upgraded TP. Laning phase is the most fun and skilled part of the game, it's insane making solokills, wave manipulation, trading largely irrelevant on midlane and making the game all about macro.

Laning phase doesn't matter. The game for over a decade has pushed for late game 5v5 teamfights to be the only thing that matters. So yeah, you have players doing pointless laning for 15+ minutes where any lead places a bounty on you sucks and makes no sense.
