Damn, Actually pretty upset about this...

What about submarines? What's the point of taking out the tugboat but leaving the submarine?

They probably want people to use new boat building stuff if they plan to live on water.

Seeing how crossing into deep sea biome is prevented for a lot of vehicles, my guess is tugboat causing too many issues when transported over to the biome, things breaking, etc. Probably too much work / too big of a risk to keep it in the game for now, thus resulting in this.
