A first class degree holder cannot reason like that. Number of cars a country has does not dictate the price of fuel, and if it does it's by a small margin. I know you may pull the logic of more cars mean more demand, but I may as well pull the logic of proximity to the sea. Ugandans can still buy fuel at higher prices if exchange rates shoot up, or unavoidable global conflict arise. If cars influence the price of fuel then China and India would be having a bigger problem with pump prices than any country in the world.

The number of cars on the road has a direct impact on fuel price, broadly. Govts introduce road levies due to impacts the cars have on the roads. Fewer cars mean the roads would remain intact; no road levy which is 25 bob for every litre.
