In the end, the decision will be up to Ukraine and up to Russia, it will not be up to the United States. I think we've made progress but we have ways to go and obviously the hardest issues are always the last issues.

The essence of the guarantees is that the document offered to Ukraine in Istanbul will be used as a basis. According to it, the permanent members of the UN Security Council (including Russia and China) and several other countries will act as guarantors of security. In the event of an attack on Ukraine, consultations will begin, and Russia can block any initiatives to support Ukraine with a veto. Again, Russia can attack Ukraine and use this mechanism to block aid from the other guarantors. Trump failed to understand what was at stake and fell for these "guarantees," believing it to be a breakthrough in the negotiations.

President Biden has failed miserably to explain our national interest in the war in Ukraine. We are in Ukraine because it is in our national interest to give the Ukrainian military what they need to defeat Russia, because if Russia overran Ukraine, I have no doubt that it wouldn’t be too long before they cross a border where American service men and women would be required to go and fight.
