And you've lifted those and you've given Russia the ability to continue to fund their war in Ukraine. Rubio: We have not lifted the sanctions. The sanctions remain in place. What's been granted is a license for a short-term period of time because of global oil demand. Sen. Shaheen: We're arguing semantics here. Rubio: I've acknowledged there's a trade-off in the broader policy. Sen. Shaheen: If Russians are able to make money, then they're not being hurt by the sanctions that were put in place. Rubio: Well, there are plenty of other sanctions that are hurting them. But I will tell you that in that case, I have acknowledged that there was a trade-off here between the destabilization of the availability of oil for countries in the Indo-Pacific in particular, and the decision that was made in the short term on this specific oil. Sen. Shaheen: Except that the cost of a barrel of oil was $100 when you lifted those sanctions, and it's still over $100. So it hasn't provided the kind of relief. Rubio: It would have been much higher if that oil wasn't available. But it's not just the cost, it's the availability.

They say that we need to give in to it, because pressure will not work. But at the same time, these same people are convincing Asian allies that if China attacks, the United States will be on their side. At the same time, China has a much more powerful economy and a larger army than Russia. If we are not able to put enough pressure on Moscow together to have a real effect, then how can we claim that we can defeat China?"

We are going for the maximum impact sanctions now. It's a new sanctions regime. We come in, we hit them hard, we hit them fast, we hit them heavy. And that's what we are doing with Iran. And President Trump has instructed me that if we need to, we will go to a 10 with sanctions to bring president Putin to the table. But I'm optimistic that he will be able to get him to the table without increasing the sanctions. But all options are on the table to increase and go to maximum energy sanctions on Russia if needed."
