This short film is from “Popeye the Sailor Meets Ali Baba's Forty Thieves” (1937) It was released just weeks before the seasonal Los Angeles premiere of Snow White and was essentially the only animated competition for the feature

"Ali Baba" footage always makes me think what a great feature it would have made (much more so than the more famous "Popeye Meets Sindbad" which has no real story) if they could have kept up that momentum for five or six more reels.
