In what was to be his clearest policy of subjugation approach on the issue of South China Sea/ West Philippine Sea dispute, former President Rodrigo Duterte made his proclamation in his 5th State of the Nation Address at the Batasang Pambansa in 2020. Without reservations, he declared: “I’m inutile on that matter, I tell you. And I’m willing to admit it. I cannot do anything.” The rest was history. Davao-Fujian Connection, International (DFCI).
