in reference to the chicago map - are you able to build elevated lines in alleys and in highway medians like in real life? or are you restricted to just subways under streets

No, not yet. But I plan on adding platform/vehicle options soon. As for street running thats difficult because of traffic simulation but I might add that too at some point

For areas like DC and NYC, will you be able to see city & state boundaries on the map? Also are we able to buy for $40 on the website to get a steam key later?

No not right now but I'd definitely like to add that soon. As for the Steam key option I've added it to my list of things to do before launch
