He says he supports the project but will not invest in it yet, despite the planned Lamu refinery in Kenya. (If Uganda does not invest in Kenya’s planned Lamu refinery, Kenya’s stake in the project will be more than 10%).

President William Ruto has moved to quell reports of a regional rift over refinery plans, saying Kenya has no issue with Uganda and Tanzania building their own refineries. Speaking at State House in Mombasa, Ruto said he had spoken to Ugandan President Yoweri Museveni and sent a message to Tanzanian President Samia Suluhu Hassan. He said Kenya could buy shares in Tanzania’s planned Tanga refinery, adding that the projects would help supply fuel to the region. Ruto said Kenya will also need another refinery because the planned Lamu refinery will not be enough to meet the country’s fuel needs and those of the wider region.
