We first have to fix the trust issue between black people who were lucky enough to have accumulated skills and experience (some of who have sold out) and those they seek a mandate from to lead. This mandate can’t be taken. It has to be given.

You can’t ask people who got wealthy from entitlements to suddenly become developmental. A great percentage of black SAn elite got their wealth from being entitled to existing wealth - hence they focus on policies that allow for more entitlement than developmental policies. 😄

A thing called "black elite" doesn't exist in South Africa, black people own nothing in this country, many who aspire to be are just imposters at the back and call of whites. Elites elsewhere own institutions and are not reliant on state patronage that drives corruption.

Our development elite is building the economies of other countries where brown envelope practitioners are not allowed to run amok without consequences. They are working hard in developed nations, because their skills are appreciated and leveraged for progress. Where do we start?

You are up to something @omtimka.We need a capacitated state from bottom(municipal level) up to the top because the developmental elite is likely to hit hurdles of land use regulations amongst others which is a municipal level responsibility.I am currently working on a couple of SEZ’s and the hurdles there vary from SEZ to SEZ but what is interesting is that there is a section of our society,elite,land owning and well resourced that is hellbent to challenge these developments legally at each corner.I posit that the State needs to have a comprehensive plan which will include everyone more those that own or have access to land where SEZ designations are granted for example.
