In Canada, we now have crime alerts that say "Do not approach dangerous suspect." and no description is provided, it is left as an exercise for the recipient to decide for themselves who the suspect might be. Later, they are described as "<City Name> Man".

Exact same playbook as the western countries. We aren't mature enough to know what the criminals look like. It's for the public good that it's kept from us
