It's not exactly the same studio that's making OPM, although they're both from the same company. Studios operate through production lines (or sub-studios in some cases). This anime's production line is much better than OPM's, but it's not "the same J.C. Staff."

It's mostly the production committee's fault. They set the budget, they set the deadlines, and they choose the anime studio. They skimped out on the budget and chose JC Staff instead of an A tier anime studio.

I read this manga years ago. Its pretty good

apparently they were discussions about another studio adapting OPM but back out last minute so it was all last minute and I doubt the budget was very high. really sucks for fans of the IP
