Britain has declared Israel's occupation of Palestinian territory unlawful and announced sanctions targeting illegal settlements — but Foreign Secretary Ed Miliband refused to recognise Israel's actions in Gaza as genocide while reaffirming his "unwavering" support for the Israeli state. Miliband announced a ban on imports from illegal settlements, sanctions against those facilitating settlement expansion, and new restrictions on arms exports connected to the occupation. He also accused Israeli settlers of carrying out "ethnic cleansing" in parts of the occupied West Bank. However, he repeatedly stressed the measures target Israel's occupation — not Israel itself — explicitly rejected the BDS movement, and stopped short of accusing Israel of genocide despite acknowledging mounting evidence of Israeli war crimes in Gaza.
