The silence is likely not a lack of empathy so much as awareness of how dangerous people on those trains can be. Sitting silently keeping the woman from advancing again is the way strangers avoid it escalating to affect their own safety. Not an excuse, just a likely explanation.

A crazy woman on that same train threw a full bottle of iced tea and hit me on the head. I was wearing a hat so I didn’t see it coming. No one helped me but I found a policeman on the platform and I yelled for them to go after her as she got on another train.
