This is a serious issue and I believe to stop this mess, once a FDR is frozen (which btw should be done in a fixed time exceeding which responsible parties will have to pay penalties) customer cant ask for newer revisions and if it happens time and money concessions++

should be provided by the responsible parties be it AF or DRDO/HAL. The extension of timelines should be recorded as who did it and the documents should be shared with all relevant govt audit authorities. All this should be legally binding.

@fishy_bong True. Shifting the goal posts has been a standard practice. 3 reasons (1) to retain room for saving their skin (2) fetish for everything foreign (3) Limited knowledge of what they actually want. My guess - the third reason is no largely the reason

@fishy_bong One more thing armed forces talk to vendors and put down requirements, basically already have in mind what they want to Buy ! That is design in India is tough .
