The entire “fair share” argument starts from the premise that owners of expensive second homes in NYC somehow aren't contributing. They already pay property taxes on those properties whether they spend 365 days a year in them or zero. A pied-à-terre tax isn't about finally making these owners “pay their fair share.” It's about deciding that the taxes they already pay aren't enough and imposing another tax because the government has identified a politically convenient group that it believes can afford it. And somehow the conversation never turns to the other side of the ledger: What is NYC doing with the enormous amount of property-tax revenue it already collects? Before inventing another tax, maybe we should be asking whether government is delivering a fair share of value for the taxes New Yorkers already pay.
