Reporter: This indictment charged against James Comey was never actually presented to the full grand jury. The original indictment that Lindsey Halligan presented was 3 counts. That grand jury felt that there was not enough evidence to charge Comey on one of the counts. Halligan reprinted a new version of the indictment, and instead of re-presenting it to the full grand jury, she just had the foreperson sign it.
