Free housing should be a stepping stone, not a way of life. These programs will continue to fail most homeless/low income population and waste our tax dollars unless there is a contract with incentives. Don’t do drugs, get a free roof over your head seems like a good start. Mandatory drug tests would be money well spent. We need to help these people get better rather than just give them shelter. If the landlords have a contract to meet certain standards then why don’t the tenants?
