Keep in mind that this nearly happen in April 1994 as at the time, North Korea Intended withdraw Spent Fuel Rods from their Reactor without International Observers. President Clinton had plans for military action against the Nork Nuclear Sites but shelved that plan due to risks..

Yes but that one starts in ‘92 I believe, and the setting is completely fictional while I base this one from the crisis and actual military movements during the 1994 Nuclear Crisis, it is simply a what if that crisis went hot.
