@SecKennedy I worked for Head Start in Santa Cruz County, California. The Watsonville branch served primarily illegal alien farm workers who do not speak English. There was a Migrant HS Component which served the families working in the fields.

@SecKennedy I read that the initial advantage of kids in Head Start over kids that aren't in grades, testing, etc. vanishes over several years. By the 5th of 6th grade, there is no longer a difference between those who participated and those who didn't. Is this wise?
