An extraordinary claim by Hipkins on TVNZ’s breakfast show has been allowed to go unchallenged by media. Mr. President, Please Seek the Truth on the Ground About SHA H.E. the President, Kenyans need to tell you the truth about what is happening on the ground with the Social Health Authority (SHA). SHA was launched with good intentions, and many Kenyans welcomed the transition from NHIF to a system intended to provide accessible healthcare to all. However, there are growing concerns that implementation challenges, administrative failures and possible malpractice in some facilities may be undermining the programme and creating the impression that SHA is not working. There are reports and concerns from patients that when a patient is referred from a Level 4 facility to a Level 5 or Level 6 hospital because of the seriousness of their condition, they may be asked to pay cash before admission, despite being under SHA. This is especially concerning because ordinary Kenyans were led to believe that they would be able to access covered healthcare without being required to make such payments. Another major problem occurs when the SHA system is unavailable or experiencing technical or administrative difficulties. Patients can find themselves unable to receive treatment unless they pay cash. A system failure should not become a reason for a sick person to be denied urgent medical care. There are also concerns that some hospitals may submit claims to SHA while simultaneously asking patients to make additional payments for services they believe should be covered. These allegations need to be independently investigated rather than dismissed. There are further concerns that individuals who previously benefited from fraudulent or questionable NHIF claims may have interests within the new system, and that some people within SHA or hospital management could be contributing to its problems. These are serious allegations and should not be treated as facts without evidence. However, they are important enough to warrant an independent investigation. Mr. President, please do not rely only on reports from officials within the system. Commission an independent, transparent assessment of SHA implementation across the country, particularly in public hospitals and among ordinary citizens who depend on public healthcare. The investigation should establish: 1.Whether hospitals are demanding cash payments for services covered by SHA. 2.Whether hospitals are submitting SHA claims while also charging patients for the same services. often system failures prevent patients from accessing treatment. 4.Whether public hospitals are receiving SHA reimbursements on time and whether those payments are reaching the intended services. 5.Whether there is fraud, abuse or conflict of interest within the SHA claims and payment system. 6.Why patients referred to higher-level hospitals are sometimes facing difficulties accessing care. 7.Whether the experience of ordinary Kenyans differs significantly from that of civil servants or other groups with easier access to healthcare services. The President should hear directly from patients, doctors, nurses, hospital administrators and independent healthcare experts not only from officials responsible for implementing SHA. If SHA is being sabotaged or poorly implemented, those responsible should be identified and held accountable. If the problems are caused by weaknesses in the system, those weaknesses should be corrected. Kenyans do not want SHA to fail. They want it to work. Mr. President, please obtain an independent report on what is actually happening in hospitals across the country and correct the mistakes before public confidence in SHA is lost. The success of universal healthcare should not be determined by reports on paper; it should be measured by whether an ordinary Kenyan can walk into a hospital when sick and receive the care they need without being forced to pay cash because of failures within the system.

My next county to review is Bomet. If you think you have seen all there is to see in terms of debauchery in government, The County Government of Bomet will get you asking for panadol. As you try to understand how a county can receive KSH 65 billion from Kenyans across the country in 11 years of devolution, but still end up a 47% poverty rate. Let me give you an idea. You start with KSH 8 billion in revenue for the year. Office of the Deputy Governor - Bomet County and the Governor there start by spending 50% of it on salaries. The county employs less than 1% of its people, but it dedicates 50% of the revenue to this tiny fraction. Now, you start chipping away at the remaining 50%. How? In astonishingly dubious benefits. Quoting the auditor: KSH 48 million in: Irregular Payment of Salaries and Personal Allowances KSH 14 million in: Illegal Special House Allowance KSH 2.5 million in: Illegal Extraneous Allowance KSH 3 million in: Illegal Special Salaries KSH 15 million in: Illegal Over Payment of Salaries KSH 119 million in: "Casual workers" who cannot be accounted for. No one knows what they did, or when they were hired, or laid off. Na hiyo, ni kionjo tu. It takes lots of effort to orchestrate this type of debauchery. Today, I called on Acting Attorney General Todd Blanche to provide immediate transparency on the Department’s newly announced “Anti-Weaponization Fund.” By June 1, DOJ must answer three basic questions: Where is the money coming from? Who is eligible to receive it? And under what legal authority is DOJ creating a discretionary compensation fund of this scale without explicit congressional authorization, court approval, or judicial oversight? I voted to give the state auditor the authority to audit the Massachusetts legislature. 72% of voters approved it. The law took effect in January 2026. The legislature is openly refusing to comply. The democratic auditor asked the attorney general to help enforce the law and sue the legislature. The AG refused. She will not enforce the law that nearly three-quarters of Massachusetts voters demanded. At the same time, the governor… whose own office conveniently exempts itself from public records law… handed the attorney general a $7 million cash infusion to fund more lawsuits against the Trump administration. The result? My state attorney general is approaching 50 lawsuits against the federal government in just over a year. IV) *More importantly, the response of the Management of COCOBOD to this matter captured at paragraph 1254 of the 2020 Auditor General’s report completely belies the ridiculous claim of the grossly incompetent CEO to the effect that, the said GHS28.9 million was a mere ledger entry on paper.* Paragraph 1254 of the 2020 Auditor General’s report states as follows; “The amount of GHS28,898,676.88 set aside as Contributory Insurance for the period 2013 to 2016 has been included in total corporate investments. In order to ensure transparency and fairness, management of COCOBOD will ensure that a separate investment is made for the Contributory Insurance under a Fund Manager.” V) If the said amount was a mere ledger entry as claimed by the grossly incompetent CEO, how come the Auditor General found that the amount was set aside from profits of COCOBOD between 2013-2016? More importantly, why did the management of COCOBOD which the grossly incompetent CEO heads, tell the Auditor General that the said amount was included in the “total corporate investments” of the company? Did the management invest a mere paper as part of their total corporate investments? Ridiculous! Now go back and do your homework! The grossly incompetent CEO must stop the lies and resign immediately for collapsing COCOBOD. He has been totally useless so far.

(See the attached 45 seconds video). II) The claim by the grossly incompetent CEO that the amount under reference was a mere ledger entry, betrays his understanding of what a ledger is. No wonder COCOBOD has made huge losses under his leadership for the six (6) consecutive years he has been at the helm of affairs. III) If the said GHS28 million had not been set aside between 2013-2016 as you claim, same would not have been captured by the ledger of the company. IV) *More importantly, the response of the Management of COCOBOD to this matter captured at paragraph 1254 of the 2020 Auditor General’s report completely belies the ridiculous claim of the grossly incompetent CEO to the effect that, the said GHS28.9 million was a mere ledger entry on paper.* Paragraph 1254 of the 2020 Auditor General’s report states as follows; “The amount of GHS28,898,676.88 set aside as Contributory Insurance for the period 2013 to 2016 has been included in total corporate investments. In order to ensure transparency and fairness, management of COCOBOD will ensure that a separate investment is made for the Contributory Insurance under a Fund Manager.” V) If the said amount was a mere ledger entry as claimed by the grossly incompetent CEO, how come the Auditor General found that the amount was set aside from profits of COCOBOD between 2013-2016? More importantly, why did the management of COCOBOD which the grossly incompetent CEO heads, tell the Auditor General that the said amount was included in the “total corporate investments” of the company? Did the management invest a mere paper as part of their total corporate investments? Ridiculous! Now go back and do your homework! The grossly incompetent CEO must stop the lies and resign immediately for collapsing COCOBOD. He has been totally useless so far.
