When I listen in English dub, Shampoo speaks much better Mandarin, I can hear the whole convo of the 'Panda and the girl question', thanks to @gracemlu

Was a little weird hiw she could UNDERSTAND Japanese but not SPEAK Japanese

it's very common to be able to understand a language but not speak it. when i was a kid i could understand english perfectly (not my first language) but was unable to properly form sentences. the brain mechanisms for speaking and comprehension are separate.

Isn’t Ranma Chinese? How come he has to have Mandarin translated to him?
