Different setups determine whether a large load lowers bills. Four actual examples (All four claims are factual, but they represent the best-case regulatory execution of data center integration; let's use them as case studies!) >Loudoun: ~4% of commercial parcels, 38% of General Fund revenue. The county says this helped lower homeowner property-tax rates. >Quincy: Grant PUD residential power remains 6.4¢/kWh; new large loads must fund incremental generation + T&D. >Ellendale: MDU says $38.4M was credited to ND customers over three years. >I&M: proposed base-rate cut enabled by large-customer/data-center revenue, pending IURC approval. It can work when the load uses spare system headroom and spreads fixed costs, pays for its own generation and grid upgrades, or co-locates and avoids some incremental T&D. 35/65 was shorthand for wires-heavy systems. Nationally, EIA shows generation as the largest component, closer to ~55–60% generation / ~40–45% delivery depending on year. The more important point is that delivery has been the faster-growing piece.
