The fact that the officer witnessed her kid standing up was the probable cause needed for the traffic stop. By refusing to lower the window, she was impeding an investigation to determine if her kids were properly strapped into their car seats. Though she exited the vehicle when asked to do so, she resisted officers commands to put her hands behind her back, which is another charge. So yes, the arrest was legal.

I get it, but is it worth probably putting her through serious financial hardship and starting a domino effect but I do get it. It’s just sucks to see something like that happen over something so stupid.
