Muzzles exist for a reason. She took every responsible step: her dog was on a leash, properly muzzled & secured. Meanwhile, he was irresponsible for not having his dog on a leash. Because of that, I can’t defend him. He’s in the wrong. Not everyone wants a dog running up on them.
