first, they'll have to be trained in how to conduct the rituals. RSS is already doing this work of training the people from lower caste on how to to do various sanatan related rituals at their own and conduct it for people of your community.

Very good suggestion. We should stop caste Brahmins performing Puja in temples. Rather anyone who are knowledgable with Vedic knowledge should do the Puja. Once this happens there will be lot private training institutes to train people with temple rituals. South has done this.
